Urban activism for effective governance: A new civil society campaign in the HKSAR
|
|
Since the Handover, a new brand of civil society activism has begun to brew in the HKSAR. In addition to the long-time social and political issues championed by politicians and social workers such as inequality, discrimination and democratic development, the middle class and professionals have joined the fray and become a formidable force in civil society movement, taking the lead in issues such as urban renewal, harbour protection, air pollution, heritage preservation, cultural development and town planning. They participate not as activists per se but as an important stakeholder in society concerned with effective governance of the HKSAR. To them the government’s traditional way of handling civil society is no longer adequate and new rules of engagement have to be developed. This paper examines briefly the civil society movement under this new landscape and discusses the interaction between civil society and government and their options for continual engagement.
